**About HALO in Central America**
The HALO Trust is seeking an experienced and enthusiastic Program Manager to lead its Weapons and Ammunition Management (WAM) program in Central America on an initial 2-year fixed term contract.
HALO's goal in the region is to reduce the impact of armed violence and improve human security across the region. It does this by enhancing state capacities to provide peace and security, strengthen the accountability of security sector actors and by increasing legitimacy and trust in state governance.
HALO's program in Central America is expanding in scale and scope. HALO delivers an ambitious institutional capacity development and mentoring program to national security forces in El Salvador, Guatemala, and Honduras. This exciting opportunity will see the Program Manager at the forefront of this process, supporting each country team as they implement an ambitious capacity development framework with national security sector actors. You will represent HALO and liaise with all relevant parties including host nations´ security service agencies, government ministries, US and other nations embassies, and other agencies and NGOs.
**About the Role**
As the Program Manager, you will be responsibility for HALO's activities in Central America and will ensure the delivery of the program´s goals. You will be responsible for leading the strategic direction of the programme, including the design, review, and implementation of the program's strategy in accordance with HALO's organizational objectives and charitable purpose. This will include establishing long-term strategic goals for the programme and developing the capacity and strength of the existing team.
The Program Manager's time will be split between in country HQ offices with occasional travel to the regional operations in country. The working pattern is 40 hours per week, full time. HALO requires its applicants to work in line with our values, which are:

This is a strategic leadership role, and we're looking for individuals with strong programme management skills, with experience of managing large scale projects. You will be an experienced senior leader of people who knows how to get the best out of their diverse team operating in complex political and often austere environments.

**Key Skills and Competencies Required**
**Essential**:
- Significant proven experience in multi-discipline program / project management including leading large staff teams
- Experience in one of more sectors including humanitarian, security, diplomacy, international organisations (such as the UN or OAS) and NGOs.
- Experience in delivering complex projects in Central America and/or across Latin America
- Fluent written and spoken Spanish AND English
- Excellent communication skills including an ability to build effective relationships with new stakeholders
- Good diplomatic skills and the ability to exercise tact due to the complex political context
- Ability to multi-task, plan and prioritize tasks effectively, and work calmly under pressure
- Strong analytical skills
- Experience in strategy building and implementation
- Financial management, including budget building and use of ERP finance software
- Proven experience leading and managing teams, building capacity and an inclusive workplace
- Experience in project design, proposal writing and review
- Experience assessing and managing risk
- Experience in incident and/or crisis management
- Advanced Microsoft Office skills
- Experience in Safeguarding management
- Experience working on projects relating to gender and women's empowerment
**Desirable**
- Experience implementing projects for US agencies such as USAID, US DoD, INL, US Department of State.
- Experience working with a variety of donor types, such as government, private, corporate and foundations
- Familiarization with regional development plans, stabilization plans, security strategies and regional legal frameworks, and treaties
- Experience of working overseas in complex political environments
- Good donor relationship management, including reporting and other communications
