Justice Advisor Location: Panama City, Panama Remote Work: No Clearance: RSO   Work Status: Full-Time Position Description ATSG Corporation is actively interviewing candidates for a Justice Advisor position in Panama City, Panama.
The Justice Advisor will join the ATSG team and enhance our partnership with the U.S. Department of State (DOS) Bureau of International Narcotics and Law Enforcement Affairs' (INL) on the Central America Regional Security Initiative (CARSI) - Panama task order.
Based upon the success of the initial CARSI contract, this effort will expand the scope of work beyond Central American to include all WHA countries.
The CARSI Initiative, a large and sophisticated multilateral security effort, provides funding for the USG to assist the governments of the CARSI countries with police professionalization, justice sector reform, counter narcotics efforts, border security management, crime and violence prevention, and anti-corruption efforts.
Hours for this full-time position will be the core hours of the U.S. Embassy in Panama City, Panama, Monday through Friday, 40 hours per week.
Duties and Responsibilities Assists INL to reform its criminal justice system by implementing projects and programs.
Serves as a subject matter expert on all justice sector activities, including existing programs for Accusatory Justice System implementation.
Coordinates with INL and other U.S. government agencies and Government of Panama (GOP) entities that interact with the INL Panama Justice Sector Reform Program.
Advises INL on developing, planning, and implementing all justice sector program activities to include policy, training, and inter-ministerial coordination.
Assists INL to develop program strategies and implementation plans within the rubric of current U.S. assistance and GOP national strategies.
Makes recommendations to adjust programs and strategies.
Coordinates with INL staff on training initiatives and prepare documents as necessary.
Plans, design, and implements justice sector training and technical assistance to justice sector officials in Panama.
Reviews and makes recommendations to INL regarding justice sector program proposals, program training plans and initiatives, and training curricula.
Assists INL to work with the GOP on action plans to address capacity deficits that prevent the GOP from effectively addressing key problems.
Provides advisory and training assistance to the GOP in order to establish a respected criminal justice system that follows established policies, procedures, curricula, programs, and systems required to operate a modern criminal justice system.
Serves as a subject matter expert on all matters pertaining to Justice Sector Reform; to include policy analysis and program guidance on issues such as program progress, budgeting, development of host country capacities and limitations of institutions, minor refurbishment of justice sector facilities and training plans.
Conducts periodic site visits to project locations to perform on site inspections and assessments of INL projects and programs.
Assists INL to coordinate with relevant Panamanian civil society and international donors.
Assists the INL Section to assess the current partner government capability to respond to law enforcement and rule of law challenges.
Provides weekly, monthly, quarterly and annual reports of relevant program activity, progress toward desired impacts, recommendations for advancing program and U.S. objectives, project highlights, and other relevant significant information including metrics, milestones achieved, and other relevant statistical data.
Reports on scheduled upcoming meetings, trainings, and other activities.
Travel Requirements National and international travel may be required.
Minimum Qualifications Local national preferred.
The candidate must be able to obtain and maintain an RSO clearance.
Bachelor's degree in international relations, law enforcement, public policy or related field (10) years professional experience can be substituted.
FSI level 3/3 Spanish, FSI level 2/2 English.
Experience briefing in Spanish and English.
Fifteen (15) years' experience in the field of the specialty.
Three (3) years of experience working overseas in an Embassy environment.
Three (3) years specialized experience depending on the position (e.g.
intelligence, firearms, gangs, kidnapping, drugs, internal affairs).
Three (3) years' experience related to the legal profession, courts, criminology, and/or public administration.
Two (2) years' experience as a criminal investigator, prosecutor, judge, defense attorney, or law professor in an accusatory justice system.
Ability to work independently on projects and issues within overall policy guidelines.
Proficient in Microsoft Office Suite.
Demonstrated successful verbal and written skills and ability to present and defend complex analyses and proposals concisely.
Demonstrated experience in managing program resources in an overseas environment, including project analysis, design, implementation and evaluation.
Preferred Qualifications Knowledge of Panamanian judicial system, including courts, prosecutors, defense attorneys, law enforcement, forensics, and law schools.
Experience teaching criminal investigation courses or related subjects.
Experience working with Justice Sector Reform programs or consulting on related education, criminal investigation, or rule of law projects.
Experience working and/or coordinating with other relevant U.S. government agencies (e.g., Department of Justice, USAID, etc.
), the United Nations and host nation entities.
