OBJECTIVE OF THE OFFICE/DEPARTMENT
The primary objective of the Department of Health Systems and Services (HSS) is to strengthen health systems based on Primary Health Care, supporting universal access to health and universal health coverage. Its work encompasses the following areas: strengthening of health systems stewardship and governance to achieve universal access to health and address the social determinants of health, including social protection in health; strengthening of regulatory frameworks and financial protection for progressive realization of the right to health; organizing people-centered, integrated health service delivery; promoting access to and rational use of quality, safe, and effective health technologies; health policies, and technical cooperation; and developing human resources for health.DESCRIPTION OF DUTIES
Under the general supervision of the Unit Chief, Human Resources for Health (HSS/HR), and the direct supervision of the Advisor, Human Resources for Health, the incumbent is responsible for, but not necessarily limited to, the following assigned duties:
Provide technical support and coordinate the implementation of the Virtual Campus of Public Health (VCPH), including the technological development, day-to-day operation, monitoring and evaluation;
Contribute to the development of open educational materials, learning networks and competency-delivery systems that promote and facilitate the sharing of learning resources, and the scaling-up of learning interventions through the use of the new Information and Communication Technologies;
Coordinate and provide technical orientation for the development and implementation of educational projects and strategies and prioritized by internal and external stakeholders; evaluate progress, make recommendations and assist with useful and strategic information and expertise;
Recommend the introduction of new systems to optimize the functioning and quality of the Campus processes;
Administrate the backup systems. Monitor processes that guarantee the security of the information of the VCPH and sufficient security and recuperation of the same;
Coordinate the technical working group of the Virtual Campus of Public Health;
Systematize and manage knowledge and information on health education through information dissemination systems, the support and revision of the learning tools in Virtual Campus and other means of electronic networking;
Manage resources and prepare budgets for learning courses;
Perform other related duties, as assigned.

Knowledge and skills in the application of services and solutions based on the Web Services cloud, such as technological architecture, administration and systems development.
Knowledge of the design and implementation of new technological solutions, modifying, improving or adapting existing systems and integrating new characteristics or improvements with the objective of improving efficiency and productivity.
Extensive knowledge of Content Management Systems (CMS) and Learning Management Systems (LMS).
Knowledge and expertise of network and telecommunications technologies.
Excellent organizational and analytic skills combined with strong professional oral and writing skills including the development of reports, oral presentations, and technical/persuasive documents for consideration at the highest levels of the Organization.
Essential: A university degree in a computer science, engineering, systems analysis or related field from a recognized institution.Experience:
Essential: Five years of national experience in the design and management of information systems in health and/or education.Languages:
Very good knowledge of Spanish with a working knowledge of English. Knowledge of French and/or Portuguese would be an asset.IT Skills:
